Up to £700 per day OUTSIDE IR35

The ideal candidate will have a blend of experience of working in the Higher Education or Public Sectors and large ERP programmes.

We are looking for a Technical Programme Manager to work as part of CPS's senior leadership team. Reporting to the Programme Director, this role leads a team of project managers and is responsible for managing the Technical Workstream and ensuring timely decision making to maintain the delivery plan.

The role combines technical leadership, architectural skills and team management and its scope includes - data cleansing and migration, technical integration within the environment and to upstream and downstream systems, testing, identity and authentication and roles based access.

As a Senior IT Programme Manager, your main duties will include:

Day to day work management for five or more project managers.
Oversight of architects and testers supporting the programme.
Accountability for the technology roadmap, scoping, planning, business case development and subsequent delivery of the IT elements of major strategic change, ensuring the achievement of the programmes' vision and the realisation of business benefits;
Accountability for effective delivery of all the IT elements for programmes of work, including the supplier management of external IT professional services;
Providing clear leadership and direction, taking responsibility for successful delivery and collaborating with the business Programme Directors, CTO, Director of Architecture, IT Programme Managers and IT Project Managers, and the IT PMO to ensure resources are successfully deployed whilst monitoring the success of transition activities so that the desired benefits are realised;
Responsibility for and matrix management of an IT headcount of ~ 5 to 10 staff for successful project and programme delivery, ensuring ongoing alignment to and prioritisation of strategic priorities;
Identifying and actively managing the key strategic risks arising from the programmes and projects to ensure appropriate mitigation, management and escalation.

What can you bring to the role:

An extensive, substantial experience and proven track record of working as an IT Programme Manager on multi-million pound budgets, incorporating complex and/or large projects/programmes, reporting to executive level boards;
An understanding and awareness of Prince2, Agile and DevOps methodologies.
Significant experience of transitioning IT change into live service from a complex application systems landscape, dealing with significant risks across systems integration, data migration to SaaS services;
An understanding of the importance of Business continuity planning and disaster recovery principles in service onboarding and transition.
Significant experience of working across a complex IT organisation, leading, coaching and developing IT programme and project managers and other technical teams in effective delivery;
Experience of leading and being accountable for the scope and design of programmes of work as well as implementing processes, organisational structures, new services and people capabilities within IT to deliver programme outcomes;
The ability to work confidently and assertively with a range of executive and senior stakeholders, using coaching, negotiating, communication and influencing skills to achieve successful outcomes;
A proven ability to bring an envisioned future state to life, eliciting the support of all stakeholders in achieving the vision;
Experience of successfully managing external parties, including IT suppliers and other partners in software delivery and professional services;
The ability to be flexible, creative and self-motivated in approaching a complex IT landscape, alongside institutional and operational risk, with an ability to ensure delivery of real measurable benefits through strong organisation and prioritisation skills;
A strong understanding of complex software licencing arrangements, IT support and professional service contracts, and financial information;
Strong understanding of standard ITIL processes including service introduction and change management; Experience of leading multiple technology-enabled business transformation programmes in several of the following technology areas and service domains including;

ERP systems, preferably the SAP Rise/Concur/Sucessfactors and Ariba Cloud hosted SaaS Services.
Digital transformation and modernisation presented on multiple platforms
Service Oriented Architecture design and implementation
CRM, preferably MS Dynamics 365
SaaS, PaaS, - greenfield development in, and migrating existing services to, Cloud Service Architectures (preferably Azure and GCP)
